Starting in 1936, and after a long period of reform of the Romanian Army, procedures began with the Netherlands, for the supply of the new helmet for the Romanian Army, similar to the one used by thedutch army.
The factory Vereenigde Bilk Fabriken, was in charge of supplying the helmet to the Romanian army, and that from 1938 to 1942, it was able to supply around 628,000 units. This helmet model received the name of M1938, (also known by the M1939) for the year of its first delivery.

The first of these helmets carried on the forehead the oval symbol of the KingCarol II:
Hasta 1940, en que el Rey Carol II abdicó a favor de su hijo Mihai I, a partir de este momento y durante la guerra los nuevos cascos que se suminitraron ya no llevaban el emblema ovalado y en general a los que lo llevaban se les arrancó. Rumania entró en la Segunda Guerra Mundial en noviembre de 1940 luchando al lado de las fuerzas del Eje con la firma del Pacto Tripartito.

El interior del casco es del mismo tipo que el usado por los cascos holandeses, y también se observa en su interior estampado el sello de tinta de aceptación por parte del Gobierno de Rumania, con las siglas:

Por el hecho de no tener el año de fabricación estampado en la parte trasera del casco, y tampoco ninguna señal de haber llevado el emblema ovalado frontal, podemos suponer que el casco se fabricó entre noviembre de 1940 y 1942, a los cascos fabricados a partir de la 2ª mitad del año 1939 ya no se les estampó el año.
